I have some sympathy for Domhnall here, because he deliberately based Hux’s mannerisms on people like Oswald Moseley - real life fascists who would have been a genuine danger to everyone and everything we love. And he may not have read any of the tie-in material. I can’t imagine that the actors are given a summary of what’s been going on in the rest of the Extended Universe. And we know he avoids the fandom. So it’s possible that he doesn’t know much if any of the background that lifts some of the responsibility for Hux’s evil from him and lays it on how he was raised.

In interviews, he probably feels like he’s being asked to do the equivalent of expressing sympathy for Hitler. In a symbolic sense, that’s the role Hux is filling in the movies. And yeah, in Domhnall’s position, where he’s being asked for a sound-bite in a 2 minute interview where he can’t go into anything complex, I would err on the side of ‘no, I don’t have any sympathy for that kind of person’ too.

Also it’s possible that Domhnall is better at acting than he is at thinking about acting. You know, how as a writer your subconscious creates things that are much more clever than you would have ever have thought of including? Maybe his performance is more sympathetic than he is because it’s coming from a different part of him. (If you know what I mean?)
